Scope and Contents

Records consist of documents collected by Professor Harold Johne during his time as a member of the CIM and as chairman of the CME. The vast majority of the materials regard the activities of the CME from 1990-1992. Included are meeting minutes, planning documents, and budget reports. The bulk of the records, however, is correspondence between the CME and world mission fields around the globe. Professor Johne and the CME were copied on much of the correspondence between the World Mission Counselors of the BWM, especially Reverend John Kurth, and national pastors and leaders in the various mission fields.

Biographical / Historical

The Committee for Mission Expansion (CME) of the Board for World Missions (BWM) of the Wisconsin Evangelical Lutheran Synod (WELS) was created in 1989 after a restructuring of the Committee for Interim Missions (CIM). At the 1985 WELS Synod Convention, the CIM was assigned the basic function of advising the administrator of the Board for World Missions as he sought to respond to various requests for aid from smaller or newer churches around the world. In the years following the 1985 Convention, the CIM took on the added function of aiding world-wide mission expansion by providing visionary evaluations of where the WELS could expand its world mission outreach. The CIM was chaired by Reverend Daniel Koelpin. In 1989, the CIM was restructured and renamed the Committee for Mission Expansion. The new CME was charged with leading the BWM in a well-planned, visionary expansion of its world mission program. When the BWM was presented with a new mission opportunity, it was the task of the CME to carefully examine the mission potential of the field, both on the conventional and unconventional level, i.e., with or without the use of expatriate missionaries. The CME was composed of five members elected by the BWM. At its founding in 1989, the CME was administering to four church body fields: Nigeria, Cameroon, Scandinavia, and East Germany. After its forming, it administered to a number of fields around the globe. Professor Harold Johne of Wisconsin Lutheran Seminary, a former WELS missionary to Japan, was elected chairman of the CME in 1990. He served in that capacity until he accepted a call to Nigeria in Spring 1992.
